The primary activity of the Center is establishing the etiological diagnosis of infectious diseases through the isolation and identification of microorganisms, using standard and automated methods, as well as the application of serological tests.

ORGANIZATION OF THE CENTER

Organizational Units of the Center:

1. Department for Sample Reception and Results Issuance:

  • Reception and collection of materials (samples) for bacteriological, mycological, parasitological, and serological examinations, as well as issuing the results of performed analyses;


2. Department for Clinical Microbiology, which also includes the Reference Laboratory for Registration and Monitoring of Bacterial Strain Resistance to Antimicrobial Agents

  • Bacteriological and mycological examinations of fluids and tissues from primarily sterile areas, samples from the upper and lower respiratory tract, urogenital tract, wound, eye, and ear swabs, etc., for the purpose of establishing an etiological diagnosis — i.e., isolation and identification of causative agents using conventional techniques and modern diagnostic methods (MALDI-TOF, VITEK).

  • Testing the susceptibility of isolated microorganisms to antimicrobial drugs using diffusion and dilution methods.

  • Throat and nasal swab examinations for carrier detection.

  • Rapid/direct detection of pathogens from clinical material using modern diagnostic methods and detection of resistance genes (MALDI-TOF and Multiplex PCR).

  • Detection of microorganism genomes using molecular methods (Real-time PCR and Multiplex PCR).

  • Bacterial typing by molecular methods.

  • Maintaining a strain collection and providing reference strains to other laboratories upon request.

  • Updating the bacterial resistance database.

  • Providing advice and consultations to other clinical microbiologists in the areas of diagnostics, control, and surveillance of hospital-acquired infections, as well as interpretation of surveillance data.

  • Providing support to hospitals in cases of nosocomial infection outbreaks.

  • Cooperation with national reference laboratories for interlaboratory testing in order to organize interlaboratory comparison programs in the field of antimicrobial susceptibility testing.


3. Department for Coprology, Parasitology, and Serological Diagnostics

  • Bacteriological and mycological examination of stool samples for the isolation and identification of gastrointestinal infection agents.

  • Identification of pathogens using conventional techniques and modern diagnostic methods (MALDI-TOF, VITEK).

  • Testing the susceptibility of isolated microorganisms to antimicrobial drugs using diffusion and dilution methods.

  • Stool examinations for intestinal carriage detection.

  • Detection of Helicobacter pylori antigen.

  • Detection of GDH antigen and toxins A and B of Clostridioides difficile.

  • Parasitological examinations of stool, perianal swabs, blood, biopsy materials, sputum, urine, etc., for the identification of parasitic disease agents.

  • Stool examinations for intestinal parasitic carriage.

  • Detection of antigens of Entamoeba histolytica/dispar, Cryptosporidium, and Giardia.

  • Detection of parasite genomes using molecular methods (Real-time PCR).

  • Establishing serological diagnosis of bacterial and parasitic infections using various serological methods (ELISA, IIFT, IHA, CLIA, WESTERN BLOT).


4. Department for Preparation of Nutrient Media, Sterilization, and Medical Waste Management

  • Disinfection, sterilization, and removal of waste materials.

  • Washing, sterilization, and preparation of laboratory equipment for the Center’s work.

Since its establishment, the Center for Virology has provided a wide range of virological services using the most advanced diagnostic methods.

The Center consists of several interconnected and coordinated laboratories that offer a range of diagnostic services for the detection and monitoring of viral diseases, both in adults and in children of the Vojvodina population.

ORGANIZATION OF THE CENTER

Organizational Units of the Center:

1. Department for Molecular Diagnostics

  • Serological diagnostics of respiratory infections (influenza virus A and B, adenoviruses, parainfluenza virus, respiratory syncytial virus, coronavirus, bocavirus, metapneumovirus, and others), as well as infections caused by the Epstein-Barr virus, arboviruses (West Nile virus, dengue virus, etc.), mycoplasma, and chlamydia pneumoniae.

  • Detection of arbovirus infections using immunofluorescence testing.

  • Diagnosis of respiratory syncytial virus infections using rapid immunochromatographic tests.

  • Formation and maintenance of a serum bank.

  • Isolation and identification of influenza viruses in embryonated chicken eggs and cell cultures during epidemics and inter-epidemic periods.

  • Determination of immune status by serological testing of the population against specific types, subtypes, and variants of influenza viruses.

  • Molecular diagnostics of influenza and other respiratory pathogens during epidemics and inter-epidemic periods, as well as of Epstein-Barr virus and arboviruses (West Nile virus, dengue virus, etc.).

  • Continuous reporting to the WHO Global Influenza Headquarters on virus circulation in our region throughout the year, and submission of confirmed molecular test samples to the WHO reference laboratory during epidemics.

2. Department for Serological Diagnostics

  • Maintenance and propagation of cell cultures (primary and continuous lines).

  • Maintenance of laboratory virus strains on cell cultures.

  • Serological diagnostics of teratogenic infections caused by rubella virus, cytomegalovirus, herpes viruses (HSV-1, HSV-2, and varicella-zoster virus), parvovirus B19, and the parasite Toxoplasma gondii.

  • Serological diagnostics of Coxsackieviruses, echoviruses, and enteroviruses.

  • Serological diagnostics of childhood infections caused by measles virus and mumps virus.

  • Maintenance of a serum bank.

  • Diagnosis of viral gastroenterocolitis caused by adenoviruses, rotaviruses, and noroviruses using rapid immunochromatographic tests.

  • Serological diagnosis of HIV infection.

  • Serological diagnostics of hepatitis A, B, C, and E viruses, including assessment of infection type (acute, persistent, etc.).

  • Molecular diagnostics of low- and high-risk types of human papillomaviruses, herpes simplex virus types 1 and 2, cytomegalovirus, hepatitis A, B, and C viruses, HIV, as well as adeno-, rota-, noro-, and astroviruses.

  • Testing for viruses in surface waters (adeno-, rota-, noro-, enteroviruses, and hepatitis A) using molecular diagnostics.

The Center for Virology employs medical doctors specializing in microbiology, subspecialists in virology, professors and assistants from the Faculty of Medicine in Novi Sad, as well as doctors undergoing specialization in medical microbiology. The team also includes PhDs in biological sciences, senior laboratory technicians, laboratory technicians, and chemical technicians. Through well-organized teamwork, the Center annually processes about 25,000 clinical samples and around 300 environmental samples, performing approximately 100,000 virological analyses using the latest serological, immunodiagnostic, and molecular tests.

Serological and immunodiagnostic tests monitor the antibody response of the immune system when exposed to viral antigens, including viral infections and immunizations. The serological testing laboratories at the Center perform enzyme-linked immunosorbent assays (ELISA), enzyme-linked fluorescent assays (ELFA), chemiluminescent immunoassays (CLIA), and confirmatory tests (Western Blot) for detecting pathogens or specific IgA/IgM antibodies, which can be identified soon after disease onset, as well as IgG antibodies that appear later and usually indicate past infection and immunity.

The Center for Virology is routinely involved in the diagnosis and assessment of the immune status of the Vojvodina population against:

  • Common endemic and epidemic respiratory viruses: Influenza A and B viruses, Parainfluenza viruses, Respiratory syncytial virus, Epstein-Barr virus, and Adenoviruses;
  • Viruses with teratogenic effects during pregnancy: Herpes simplex viruses (HSV), Cytomegalovirus (CMV), Rubella virus, and Parvovirus B19;
  • Sexually and parenterally transmitted viruses: Hepatitis B virus (HBV), Hepatitis C virus (HCV), Human immunodeficiency virus (HIV), and Human T-lymphotropic virus (HTLV);
  • Fecal-oral transmitted Hepatitis A virus (HAV) — the cause of acute viral hepatitis;
  • Enteroviruses, particularly Coxsackie and Echoviruses, associated with a wide range of diseases including aseptic meningitis, myocarditis, and type 1 diabetes mellitus;
  • Viruses causing childhood diseases: Measles (Morbilli), Mumps, Rubella, and Varicella-zoster virus (VZV);
  • Arboviruses causing encephalitis and hemorrhagic fevers: West Nile virus (WNV), Zika virus, Tick-borne encephalitis virus (TBEV), Dengue virus, Usutu virus, and Chikungunya virus;
  • Important non-viral pathogens: Toxoplasma gondii, Chlamydia pneumoniae, and Mycoplasma pneumoniae.

Rapid immunochromatographic tests include identification of viral antigens in patient samples or infected cell cultures using virus-specific reagents with labeled antibodies. These tests are used to detect Rotaviruses, Noroviruses, Astroviruses, Adenoviruses, Respiratory syncytial virus, and Influenza A and B viruses. They are particularly suitable for field or emergency situations requiring rapid diagnosis and enable laboratory confirmation and surveillance of acute respiratory or viral gastroenteritis outbreaks.

The Cell Culture Laboratory provides the capability to isolate viruses from clinical samples using continuous cell lines (MDCK, Vero, RD, and HEP-2), which support replication of various clinically relevant viruses (Influenza, Herpes simplex, Enteroviruses, Adenoviruses, etc.). Based on the sample type, characteristic cytopathic effect (visible cell changes occurring in response to viral infection), and the type of cell culture, preliminary identification of the virus can be performed. The presence of a specific virus is confirmed through immunodiagnostic testing.

In the Molecular Diagnostics Laboratory, highly specific and sensitive real-time PCR tests are conducted for diagnosing viral diseases through detection and characterization of viral and non-viral nucleic acids. The advantages of this method include precision, reproducibility, minimal risk of false-positive results, and short turnaround time. The main focus of this laboratory is the detection of:

  • DNA of high- and low-risk human papillomaviruses (HPV) from anogenital samples (used in early cervical cancer screening);
  • RNA of Influenza A viruses ((H1N1)09pdm, H3N2, H1N1, H5N1, and H7N9 subtypes) and RNA of Influenza B viruses (B Victoria and B Yamagata lineages) from respiratory samples for influenza diagnosis;
  • RNA of Respiratory syncytial virus, Metapneumovirus, Rhinovirus, Parainfluenza viruses 1–4, and DNA of Adenovirus and Bocavirus from respiratory samples for etiological diagnosis of acute respiratory infections;
  • RNA of Arboviruses (West Nile virus, Zika virus, Tick-borne encephalitis virus, Dengue virus, Usutu virus, and Chikungunya virus) from mosquito, tick, human serum, and cerebrospinal fluid samples for diagnosing meningoencephalitis;
  • RNA of Hepatitis C virus and proviral DNA/RNA of Human immunodeficiency virus (HIV) from blood samples to confirm or clarify positive serological test results, and for donor screening in transplantation procedures;
  • DNA of Cytomegalovirus and Epstein-Barr virus from blood samples to monitor reactivation in immunocompromised and post-transplant patients;
  • RNA of Rotavirus, Norovirus, Astrovirus, and DNA of Adenovirus for diagnosing acute viral gastroenteritis and environmental virus detection;
  • RNA of Enteroviruses from cerebrospinal fluid for diagnosing acute meningitis and encephalitis, as well as from environmental samples;
  • DNA of Chlamydia pneumoniae, Mycoplasma pneumoniae, and Legionella pneumophila from respiratory and environmental samples.

The Center for Virology has been recognized by the World Health Organization (WHO) as the National Influenza Center (NIC) since 1953. NIC Novi Sad is part of the WHO Global Influenza Surveillance Network, responsible for continuous virological surveillance of influenza virus activity among the population of Vojvodina. For many years, surveillance was carried out by isolating influenza viruses from respiratory samples using embryonated chicken eggs and performing antigenic typing of isolates with reference antisera. Serological monitoring of influenza immunity levels in the Vojvodina population was also conducted. In 2010, traditional laboratory influenza diagnostics, based on virus isolation and serological testing, was enhanced by the introduction of molecular diagnostics. Since then, influenza diagnosis has been performed using real-time PCR testing for typing Influenza A and B viruses and subtyping Influenza A ((H1N1)09pdm, H3N2, H1N1, H5N1, and H7N9) and B (Victoria and Yamagata) viruses. In recent years, NIC Novi Sad has maintained active cooperation with the WHO Collaborating Centre for Reference and Research on Influenza (CCRR) in London. NIC Novi Sad participates annually in the WHO External Quality Assurance Program (EQAP), established to monitor the performance quality of NIC laboratories conducting influenza PCR diagnostics, ensuring test accuracy and reliability.

The Center’s core activity is monitoring and studying environmental risk factors and their impact on human health.

ORGANIZATION OF THE CENTER

The Center for Hygiene and Human Ecology is organized into four departments. The Center employs a total of 57 staff members, including 7 physicians (2 PhDs, 2 MSc holders, 2 hygiene specialists, and 1 general practitioner), 1 specialist in sanitary chemistry, 1 specialist in medical biochemistry, 1 Doctor of Chemical Sciences, 1 Master of Chemical Sciences, 2 graduate chemical engineers, 3 graduate technology engineers, 1 senior sanitary technician, 1 professional (applied) chemical technology engineer, 2 environmental engineers, 1 food technology engineer, 1 chemical technology engineer, 1 senior dietitian–nutritionist, 2 agricultural technicians, 6 nurses/medical technicians, 15 chemical technicians, 3 administrative staff, 5 cleaners on permanent contracts, and 3 employees on fixed-term contracts (1 general practitioner, 1 graduate environmental engineer, and 1 graduate chemist).

Department of Human Ecology

  • Public health surveillance of the sanitary safety of drinking water;
  • Control of microbiological and physicochemical safety and quality of groundwater;
  • Control of the sanitary safety of natural mineral, spring, and table waters;
  • Control of the sanitary safety of swimming-pool water and therapeutic pool water;
  • Public health surveillance of waters at public bathing sites and of surface waters;
  • Quality control of wastewater of various origins and purposes;
  • Assessment, monitoring, and expert opinions on ambient air quality and the health impact of airborne pollutants;
  • Assessment, monitoring, and expert opinions on daytime, evening, and nighttime environmental noise levels and their impact on human health;
  • Assessment, monitoring, and expert opinions on 24-hour environmental noise levels and their impact on human health;
  • Assessment, monitoring, and expert opinions on environmental noise levels upon individual client requests;
  • Health surveillance of the sanitary conditions of public utility facilities, with assessment of health impacts;
  • Assessment of the health impact of identified environmental pollutants on human health.

Department of Laboratory Services

  • Performs physicochemical testing of: ambient air; drinking water; mineral, spring, and bottled waters; groundwater; swimming-pool water; bathing water; surface waters; special-purpose waters; and wastewater, as well as testing of the sanitary safety of foodstuffs and articles of general use;
  • Determines energy value and nutritional composition of foods and prepared meals;

Department for Proper Nutrition and Food Safety

  • Cooperates with the Ministry of Health and the Ministry of Agriculture, Forestry and Water Management in controlling the sanitary safety of foods produced and marketed in the Republic of Serbia;
  • Cooperates with the Ministry of Health in controlling the sanitary conformity of articles of general use produced and marketed in the Republic of Serbia;
  • Provides support to food producers and distributors in controlling the sanitary safety of foods and articles of general use produced and/or marketed in the Republic of Serbia or exported;
  • Provides support to producers and distributors of dietary products in safety control prior to their placement on the market in the Republic of Serbia;
  • Cooperates with the Health Department of the City Administration of Novi Sad in controlling the energy and biological value of meals, the sanitary conformity of foodstuffs, and hygiene in facilities for production and distribution of meals in organized public catering for preschool and school-age children and socially vulnerable groups;
  • Cooperates with owners of facilities producing and marketing ready-to-eat meals in controlling the energy and biological value of meals;
  • Cooperates with owners of facilities producing and marketing ready-to-eat meals in developing recipes and menus for users of all age groups;
  • Provides professional and methodological support in developing health-promotion materials and educational resources for health improvement and disease prevention;
  • Conducts population-level and individual education on proper nutrition; performs early detection (population and individual) of nutrition-related diseases, acting preventively through medical nutrition prevention and therapeutically through medical nutrition therapy at both population and individual levels;
  • Provides medical nutrition therapy services to all interested legal entities;
  • Performs biochemical diagnostics of all necessary biochemical factors related to the onset of nutrition-related diseases;
  • Designs daily, weekly, and monthly meal plans (menus) for all population groups across various forms of public catering;
  • All activities are carried out in accordance with the recommendations of the World Health Organization and other internationally recognized organizations in the field of human nutrition.

Department of School Hygiene

ORGANIZATION OF THE CENTER FOR DISEASE CONTROL AND PREVENTION

The Center employs 24 employees overall: eight specialist in epidemiology (of whom four PhDs) and one doctor specializing in epidemiology, two Environmental-Sanitation Engineers, one Professional Nurse-specialist, nine health technicians and administrative staff (3 employees).

Department for epidemiological surveillance of zoonoses, vector-borne and intestinal infectious diseases

The main activities of this department are:

  • Sureveillance, monitoring and analysis of the accurance and trends of zoonoses, vector-borne and intestinal infectious diseases

  • Periodical reports on epidemiological situation and infectious diseases trends

  • Epidemiological surveys of zoonoses, vector-borne and intestinal infectious diseases

  • Epidemiological research and reports on the infectious diseases outbreaks

  • Proposing measures for prevention and control of zoonoses, vector-borne and intestinal infectious diseases

  • Monitoring and studying of zoonoses, vector-borne and intestinal infectious diseases and conducting targeted research

  • Conducting methodological and doctrinal affairs in order to control and prevent zoonoses, vector-borne and intestinal infectious diseases and monitoring of legislation in this fild

Section for epidemiological surveillance of HIV, hepatitis and sexually transmitted diseases

The main activities of this section are:

  • Epidemiological surveillance of blood and/or sexually transmitted infections;

  • Monitoring and evaluation of different prevention strategies;

  • Monitoring and surveilance of HIV, hepatitis, STD and tuberculosis;

  • Analyzing trends and risk factors of HIV infections, STD’s and hepatitis;

  • Managing Regional registry for HIV infections;

  • Coordination of the HIV Network on the territory of Autonomus Province of Vojvodina;

  • Implementation of targeted epidemiological surveys,

  • Conducting methodological and doctrinal matters in the field of control and prevention of blood-borne and sexually transmitted infections and monitoring legislation in this field.

Within the section there is a unit for voluntary counseling and testing clients on HIV and other blood and sexually transmitted infections which is functionally associated with the Laboratory for HIV infections and viral hepatitis that conducts laboratory diagnosis of HIV infections and viral hepatitis. The main activities are counseling of clients with clinical and epidemiological indications as well as legally required testing.

Section for epidemiological surveillance of healthcare-associated infections

  • Management of Surveillance system of healthcare-associated infections

  • Reporting on frequency of healthcare-associated infections (HAI) to the participants of the surveillance and to the Ministry of health

  • Surveillance of healthcare-associated infections on regional level and coordination of the surveillance on the local level in all healthcare facilities in the region

Section for immunization and epidemiological surveillance of respiratory disseases

  • Implementation and analysis of the results of the program of mandatory immunization and reporting on performed immunizations;

  • Monitoring of the mandatory fieldwork immunization and professional and methodological assistance at different vaccine checkpoints;

  • Supervising side effects after immunization and coordinating the work of the Expert Team for contraindications of the immunization;

  • Conducting targeted research in these areas;

  • Planning of immunobiological preparations and centralized supply of vaccines and control of the implementation of cold chain of vaccines on the field;

  • Monitoring and studying of respiratory diseases and diseases which could be prevented by immunisation;

  • Implementation of Program measures in order to maintain the status of the „polio free“ country and National programs for elimination and eradication of certain vaccinable diseases under the jurisdiction of epidemiological services and briefing of the participants in the Program;

  • Organising Population and Sentinel surveillance of the influenza and acute respiratory infections;

STUDY TITLE: EUropean prospective cohort study on Enterobacteriaeae showing REsistance to CArbapenems

A study of the COMBACTE-CARE project (Combatting Bacterial Resistance in Europe – Carbapenem resistance) (http://www.combacte.com/About-us/COMBACTE-CARE). COMBACTE-CARE is a recently launched collaborative project under the Innovative Medicines Initiative(IMI) research program New Drugs 4 Bad Bugs (ND4BB), in which 18 European academic partners and 3 pharmaceutical companies are involved. COMBACTE-CARE will bring highly innovative studies and activities related to treatment of infections caused by carbapenem-resistant Enterobacteriaceae (CRE) and Acinetobacter baumannii (CRAB). 

EURECA study is a prospective observational cohort study to assess the clinical management and outcomes of patients with MDR‐GNB infections. The aim of this prospective study is to obtain high‐quality observational data about the clinical management, best available therapy, mortality and cost of complicated intraabdominal infections (cIAI), nosocomial pneumonia (NP), bloodstream infections (BSI) and complicated urinary tract infections (cUTI) due to CRE or CRAB. 

The study is carried out in the Institute of Public Health of Vojvodina (IPHV) at the Center for Disease Control and Prevention and the Center for microbiology, together with 50 other healtcare institutions in the Europe.

ORGANIZATION OF THE CENTER

The Center employs three physicians (two specialists in social medicine, Masters of Medical Sciences; one physician in specialization, Master of Medical Sciences), two senior nurses, and one technical secretary.

Organizational units of the Center:

1. Department for Health Education and Community Health

  • Participates in planning, implementation, and monitoring of program-based health education activities in health care institutions;

  • Provides professional and methodological support, expert and educational materials, and health education tools for health institutions, preschool and school institutions, citizens’ associations, non-governmental organizations, and others;

  • Participates in the training of educators for the application of modern methods of health education aimed at developing knowledge and skills for health promotion, especially among vulnerable groups;

  • Promotes health culture through continuous collaboration with the media;

  • Studies the most important socioeconomic factors influencing population health and health culture, educational needs, the level of health awareness, and the health potential of individuals, groups, and communities;

  • Participates in organizing the community to adopt healthy lifestyles by activating, coordinating, and directing its segments and factors, including health promotion campaigns;

  • Guides social support for positive measures and the multisectoral socio-ecological approach to health, participates in community mobilization, and develops partnerships for health;

  • Contributes to the development of communication systems and implementation of global doctrinal and locally adapted health promotion programs;

  • Promotes health culture through continuous work with the media.

2. Department for Proper Nutrition and Promotion of Healthy Lifestyles

  • Conducts population-level and individual education on proper nutrition;

  • Performs population-level and individual early detection of nutrition-related diseases;

  • Implements medical nutrition prevention and medical nutrition therapy at both the population and individual levels;

  • Provides medical nutrition therapy services to all interested legal entities;

  • Provides biochemical diagnostic services for all biochemical factors related to the development of nutrition-related diseases;

  • Develops daily, weekly, and monthly meal plans (menus) for all population groups within various forms of public catering;

  • Provides professional and methodological support, expert and educational materials, and health education tools for health institutions, preschool and school institutions, citizens’ associations, non-governmental organizations, and others;

  • Participates in training educators in the application of modern methods of health education aimed at developing knowledge and skills for health and environmental awareness improvement, particularly among vulnerable groups;

  • Promotes health and environmental culture through continuous collaboration with the media;

  • Participates in organizing communities to adopt healthy lifestyles and environmentally responsible behavior by activating, coordinating, and directing their segments and factors, including health promotion campaigns;

  • When necessary, provides professional support to the Department for Proper Nutrition and Food Safety within the Center for Hygiene and Human Ecology by giving expert opinions on the sanitary safety of food at all stages of the food chain—production, processing, storage, distribution, and trade; on the sanitary safety of surface samples in contact with food; on the sanitary safety of articles of general use; and by conducting sanitary and hygienic supervision of facilities for food production, storage, and distribution. It also provides expert assistance to all stakeholders in the implementation of internationally recognized and required quality standards throughout the food chain: production, processing, storage, and distribution.

  • The Department for Proper Nutrition and Promotion of Healthy Lifestyles operates in accordance with the recommendations of the World Health Organization and other internationally recognized organizations in the field of human nutrition, and, when necessary, performs sanitary and hygienic supervision of facilities for food production, storage, and distribution, in compliance with the legal framework of the Republic of Serbia, EU directives/regulations, and other internationally recognized standards.

3. Department for School Hygiene

  • Conducts supervision of sanitary and hygienic conditions in preschool, school, and secondary education institutions, as well as in dormitories and other facilities for children and adolescents;

  • Conducts supervision of sanitary and hygienic conditions in out-of-school facilities for accommodation of children and adolescents (e.g. outdoor schools and similar programs);

  • Continuously monitors working environment conditions in preschool and school institutions and the impact of these conditions on the growth and development of children and adolescents aged 15 to 18 years;

  • Prepares proposals for improving conditions in preschool, primary, secondary, and extracurricular facilities;

  • Studies the relationship between environmental factors of public health significance and health conditions in populated areas;

  • Assesses the nutritional status of children and adolescents;

  • Actively participates in health education and health promotion activities;

  • Provides professional and methodological support, expert and educational materials, and health education tools for health institutions, preschool and school institutions, citizens’ associations, non-governmental organizations, and others;

The main activity of the Center for Analysis, Planning and Organization of Health Care is to monitor the health status of population of Vojvodina, South Backa District and municipalities, as well as to monitor and study the health risks in the community and the health of vulnerable groups. Strategically the Center is focused on the organization and health management, with particular emphasis on planning, monitoring and evaluation of achieved results. The Center promotes and supports innovative research, education, human resource development and public health programs.

 

Center Organization

The Center has Sector for planning health care service and organization of health care with 4 employees: 3 medical specialists in social medicine (2 PhDs) and 1 nurse.

 

The main tasks of the Center are:

- Monitors and analyzes organization, operation and use of the health facilities in primary health care (PHC), inpatient healthcare institutions and healthcare institutions that perform health activities at all three levels of healthcare

- Evaluates the performance and workload of health workers, gives an opinion on the hire justification of new workers and gives an opinion on the justification of receiving specialization and sub-specialization for health workers and health associates

- Provides professional and methodological support for health care institutions in the development of their work plans, gives its opinion on the harmonization of work plans with health care and health insurance program and gives an opinion on the execution of work plans

- Monitors and analyzes the health status of the population

- Conducts targeted research and performs other tasks in its area of expertise

- Creates an annual health care plan of mandatory health insurance for the population of the South Backa District.
- Conducts and analyzes specific research of health and the factors that are affecting the health of the population and especially health of vulnerable categories.
- Coordinates the work and provides professional and methodological assistance for planning and organization of health care to other institutes of public health on the territory of AP Vojvodina.
- Tracks and analyzes health care quality indicators and conducts research on user satisfaction with health care, as well as on the satisfaction of employees in health institutions of the South Backa District.
- Conducts regular checkups of professional performance quality in health institutions from the network plan, as well as in private practice.
- Proposes measures for health care improvement and organization of health activities, the development of health service performance indicators.

Center for informatics and biostatistics is a part of a statistical research system in do­main of health care on a country level and its responsibility is collecting and processing data from South Bačka District. This mission is achieved by reporting on vital statistics in population, utili­zation and performance of medical services on all health care levels, registered morbidity in pri­mary health care and hospitals, surveillance of chronic noncommunicable diseases, coordi­nation of following up indicators of medical care and updating databases of health system resourses.

 

Results of continuous statistical workflow are basis for planning and management, assessment of efficacy and quality of health care system. Reporting gives a valuable information about popula­tion health indicators, assisting in identification of health risks by following up the incidence of noncommunicable diseases and creates a basis for adequate prevention programming. Center facilitates the program of development of integrated health information system in Serbia.

Teaching and educational activities

Center for informatics and biostatistics in health care is part of teaching base of Department of Social Medicine and Health Statistics and Informatics of Faculty of Medicine of University of Novi Sad. Two assistents are involved in teaching in the field of social medicine and health statistics for students of medicine, dentistry, nursing, medical rehabilitation and special rehabilitation and education.

What We Do
